Last week, the NSW Government announced a $1.8 billion investment to support staff wages and extend universal access for three year olds at not-for-profit community preschools.
The announcement follows more than 12 months of direct negotiations in the Fair Work Commission between the NSW Government, CELA and the IEU. It confirms that funding will be provided to cover mandatory wage increases from January 2027, helping protect affordability for families while supporting a sustainable early childhood workforce.

This is a huge outcome, given the Government’s previous denial of any responsibility for the funding of wages costs in NSW community preschools.
CELA’s intensive advocacy on behalf of community providers has helped prioritise this investment now.
The NSW Government has recognised the critical role that community preschools play in delivering universal preschool, delivering the majority of places for children, particularly in regional and rural areas.
Further detail on the funding reform is expected in the coming months under revised guidelines. CELA will be working closely with the department to ensure the design of the program supports viability of services and most importantly continued delivery of high-quality programs.
