A new CELA subscription offering practical governance support

Community managed services are the lifeblood of their communities. They are shaped by what children, families and local communities need, and they reflect the unique context in which they operate.

Strong governance is the foundation of a well run service, and it doesn't happen by chance. It requires clarity, confidence and access to the right support.

That is why CELA has created the Community Managed Governance Hub.

Designed specifically for management committees of community managed services, the hub gives you practical tools, expert guidance and a clear structure to lead well. It aims to strengthen professionalism, reduces administrative burden and support informed decision making in the best interests of children and families.

It also connects your committee with others across Australia who understand the unique challenges and responsibilities of community governance.

How it works

Once your service subscribes, you will be enrolled in the dedicated online hub within two working days. From there, you can invite your committee members to join under your service’s subscription, giving your whole committee access to the full suite of resources and recordings.

IMPORTANT: Only enter the director’s name as the 'attendee' during checkout (if you add committee member names during checkout, the system will incorrectly add additional charges). Once enrolled in the hub, the director will be able to add committee member names directly.

Please note: The attendee added to the form at the time of booking will be assigned as the group manager within the hub. This person will be responsible for adding and removing committee members via email invitations once they are logged in. In most cases, this will be the service director or nominated supervisor. We have allowed for a maximum of 11 users per account.

What is the community managed governance hub? 

The community managed governance hub is a subscription-based online platform developed by CELA to support directors and committees of community managed, centre-based early education and care services. It provides practical governance resources, expert guidance and ongoing support in one place. 

Who is the hub designed for? 

The hub is designed for directors and management committee members including boards and committees where members act as approved providers. 

How does the subscription work? 

The subscription is taken out by CELA members via the CELA website. Once subscribed, the director can invite committee members to access the hub and its resources. The subscription fee is payable annually.  

What is included in the subscription? 

The subscription includes access to a comprehensive online resource library of tools and templates with AI powered search functions, pre-recorded governance webinars, regular governance updates and alerts, a 1800 governance advice line, and a secure online space for committee members to connect. 

What types of resources are available in the hub? 

Resources are organised around the realities of community governance and include pre-AGM planning tools, induction and role guides, compliance and risk management templates, budgeting and planning resources, workforce culture tools, and succession and handover guides. 

How does the hub support directors specifically? 

The hub supports directors and committee members by building capability, improving compliance confidence and saving time through ready-made templates and guides. This allows directors to focus more on leadership, quality and service delivery. 

How does the hub help reduce governance risk? 

The hub supports clearer governance processes through compliance tools, risk management resources, reporting templates and expert guidance. Committees are better equipped to make informed, timely decisions in the best interests of the service. 

What is the 1800 governance advice line? 

The 1800 governance advice line provides direct access to a governance specialist. Committee members and directors can seek advice or clarification on governance responsibilities without being left to interpret complex issues on their own. Note: the governance advice line doesn't provide HR support, however you will find many HR related documents and templates in the hub library. 

Are the webinars live or recorded? 

The governance webinars are pre-recorded, making them easy for volunteer committee members to access at a time that suits them. They are designed to explain key responsibilities and how to use the written resources in the hub. 

How often is the hub updated? 

The hub is updated to reflect changes as they arise. Subscribers receive alerts to their email inbox to ensure they are across updates as they occur. New resources will be posted based on feedback from subscribers.

Can committee members access the hub on their phones? 

Yes. The hub and its secure chat space can be accessed via desktop or mobile, making it easier for committee members to stay engaged. 

Is this a one-off product or an ongoing service? 

The governance hub is an ongoing subscription and is designed to grow over time. New resources will be added, and the hub will continue to be shaped by feedback from subscribing services. 

Is the hub suitable for new committees as well as experienced ones? 

Yes. The hub supports both new and established committees, with resources covering induction, ongoing governance, succession planning and exit processes. 

Do committee members need to be CELA members to use the hub? 

Committee members do not need to be individual CELA members. The subscription price is added to the service’s membership and managed by the director/nominated supervisor.
